The Purpose of the Sheboygan County Agricultural
Preservation Plan is the preservation of productive agricultural
lands for continued agricultural use and the protection of farm
operations from conflict with incompatible uses, sustaining agriculture
as a viable part of the Countys economy. The Farmland Preservation
Program was developed in the late 1970s. The goals of the
program include; land conservation, tax relief for agricultural
producers, and land use planning.
Wisconsin State Statutes Sections 91.51-91.63
and Section 59.69 provides the authority for a County to create
and adopt an Agricultural Preservation Plan. Sections 91.51-91.63
provide the general requirements for the plan content, implementation,
certification and revision. In order for farmers in Sheboygan
County to be eligible for Farmland Preservation Tax Credits, the
County must adopt a Farmland Preservation Plan that is reviewed
and approved by the Wisconsin Land and Water Conservation Board.
under these Statutes.
The farmers in Sheboygan County, provided they
meet certain requirements, are eligible for the State Farmland
Preservation Tax Credit, a credit filed for on an individuals
income tax return. One of the requirements is that the farmer
must submit a Zoning Certificate certifying that their
farmland is zoned in the appropriate district. Sheboygan County
does not have a countywide zoning ordinance. However, on behalf
of 14 towns and 1 village, we complete the zoning certificates.
Prime agricultural lands to be preserved, existing
developed areas, undeveloped areas suitable for growth, and sensitive
environmental areas as an overlay are identified in this plan.
Various elements were initially used as a guide in the identification
of these areas including, the goals and objectives established
in the previous plans adopted in 1979 and 1985, soil classifications,
farmlands as they existed in the original plans, land use data,
population figures, municipal service areas, zoning, and public
input.
To update the plan maps, County Planning &
Resources staff compared the previously approved plan maps and
the current zoning maps for each Town to evaluate where changes
had occurred. County Planning & Resources staff met with each
Town and presented the findings to them at a number of meetings.
County Planning & Resources staff also presented information
from the Land Evaluation Site Assessment tool to some of the Towns
where more dramatic changes to the plan map may be appropriated.
Appendix E includes the recommended Farmland Preservation Plan
maps for each community participating in the Farmland Preservation
Program.
