Sheboygan County's Vegetated Buffer Strip Program

This program is administered by the Sheboygan County Land & Water Conservation Department. It is independent of and not to be confused with similar state and federal programs - such as the Conservation Reserve Program (C.R.P.). The goal of the Buffer Strip Program is to install vegetated buffers along all the streams classified as navigable under the County's Shoreland and Floodplain Ordinance. The term "navigable" is used in a legally defining context. Many streams that flow intermittently (occasionally) are still defined as meeting the "navigable" criteria under the law. Program participation is voluntary. County cost-sharing funds are being provided as a conservation incentive to landowners for planting these buffer strips. The program offers three basic options for landowners to choose from. The amount of payment per acre and the length of the required maintenance period varies between options.

Option # 1 - Install a minimum of 20 foot wide buffer. One time, up front payment of $1,500.00 per acre. The Sheboygan County Land & Water Conservation Department will provide seeding and establishment of grasses. Ten-year maintenance agreement required.

Option #2 - Install grass buffer strip in accordance with the NRCS Vegetated Buffer Standard 393A Interim (7/97). Typical width 30-35 feet. One time, up front payment of $2,000.00 per acre. The Sheboygan County Land & Water Conservation Department will provide seeding and establishment of grasses. Ten-year maintenance agreement required.

Option #3 - Install 100-foot wide grass buffer. Optional riparian buffer can be planted with a combination of grass, shrubs, and trees. A $750.00 an acre payment in excess of Option #2 will be added to equal the 100 foot buffer. This is a one time up front payment. The Sheboygan County Land and Water Conservation Department will provide seeding and establishment of grasses. Shrub and tree establishment is optional and at landowners expense. Fifteen-year maintenance agreement required.
