UNIT GOALS:
To enable client families to receive a full range of appropriate services in a planned, coordinated, efficient, effective and fiscally responsible manner. These services may include, but are not limited to: Initial and ongoing risk/needs assessment, information and service referral, Juvenile Court and Supervision Services (ss 938.069), individual and family counseling, parenting (938.45), family management skills, advocacy, education, , evaluation and planning for social/recreational/healthy lifestyle activities, crisis intervention, respite, day care, coordination and monitoring, mediation, alternate care placement, money management, restitution services and some transportation,. The unit will provide services from a balanced approach; holding juveniles accountable for their delinquent activities through a variety of treatment services while also providing protection for the community as a whole. Through provision of these services, we hope to build competencies in juveniles and their families, so that they are capable of living productively and responsibly in the community. |
UNIT SERVICES:
- Make initial contact with client and families and assess family function within 10 days of receipt of case assignment.
- Develop and document a service plan within 30 days of receipt of case assignment to clarify expectations of court supervision.
- Make contacts on behalf of the client and family as outlined in the service plan, with all pertinent resource agencies or providers.
- Provide direct and indirect services for the client and family as outlined in the Court Order and service plan.
- Keep all involved professionals apprised of the service plan and schedule conferences as needed with those professionals.
- Monitor compliance with court ordered and service plan objectives with the help of family members and involved professionals.
- Prepare for and attend court proceedings.
- Perform other duties necessary to encourage cooperation and provide services to the client and/or family.
- Complete paperwork and computer records in an accurate and timely manner. Distribute this data as required.
- Complete Child Protective Services reports and refer to supervision for screening decisions.
- Provide restitution and supervised work services to teach accountability while attempting to restore some measure of confidence and justice for their victims.

ADDITIONAL ADMINISTRATIVE RESPONSIBILITIES:
- Manage out of home placement costs, coordinate bi-weekly out of home placement and Wraparound services review meetings, and provide written reports on alternate care services.
- Act as a Sheboygan County Department of Health & Human Services liaison with Friendship House Group Home and other out of home placement vendors.
- Monitor contract with The Department of Corrections for After Care services, assess and influence quality of care, and promote rehabilitation and community reintegration.
- Facilitate and maintain permanency planning for children to ensure reasonably safe and stable places to call home.
- Maintain updated out of home placement vendor contracts while monitoring their services for quality of care as it relates to treatment foster homes, group homes and residential care centers.
- Monitor referrals and coordinate services with Family Partnership Initiative.
- Supervise and facilitate legal and effective around the clock Juvenile Intake and After Hours on-call services.
- Review and make screening decisions for Child Protective Services non-caregiver reports.
- Administer and facilitate the Juvenile Supervision Fee Billing system.
- Utilize and update the statewide eWiSACWIS system and our agency-wide CMHC data management system.
AUTHORITY:
Services provided within this work unit are primarily governed by the Juvenile Justice Code (chapter 938) and the Children's Code, Chapter 48, and other state and county mandates, and policies.
