INTRODUCTION
|
This Emergency Operations Center
(EOC) provides a location to conduct centralized and coordinated
direction, control and warning for use during emergency events beyond
the scope of normal public safety responses. The EOC provides an
environment where key information is gathered, officials make critical
policy decisions and implementation of these decisions is disseminated
to appropriate agencies for action. This shared EOC between Sheboygan
County and the City of Sheboygan has been developed to maintain
a continuity of government for critical operations in times of major
crisis when normal emergency services have been curtailed.

OPERATION &
ORGANIZATION

| Support agency representatives are
called in from the American Red Cross, local electrical and telephone
utilities, human services, local law enforcement, fire, and public
works / highway to name a few. The support agencies present in the
EOC are dependent upon the nature and scope of the incident. |
- Elected public officials such as the County Board Chairman,
City Mayor and/or local officials of impacted communities are
also present comprising the nucleus of the decision-making process.
These individuals hold the authority and responsibility to "make
things happen" and ensure that overall emergency operations
are carried out according to the established emergency operations
plan.
- Management officials from the local, State and Federal government
are present to manage EOC functions and oversee response and
recovery operations of all response organizations involved.
- Additional human resource expertise from private sector agencies
also respond to the EOC as needed to support specific response
needs.

FUNCTIONS
|
| The EOC is located inside the City
of Sheboygan Fire Station on North 25th Street. This 27,000 square
foot building has approximately 18,000 square feet of usable space
for EOC operations. The EOC room located on the second floor is
approximately 1,000 square feet in size. It can provide the following
essential resources in support of public safety: |
- 100 KW natural-gas powered emergency generator.
- Food preparation, dining, lounge and sleeping quarters.
- Parking in designated and auxiliary areas
- Auxiliary training building with approximately 3,000 sq. ft.
- Two copy machines
- 12 computer work stations
- 800 MHz county-wide radio system
- Weather station with remote sensing stations
- 10 EOC dedicated phone lines
- Audio-visual broadcast connection
- Cable and network television access
- Line of sight -LTC broadcast connection
- Several large group meeting areas
